We all know government is wasteful and thoughtless. I guess I didn't really understand the magnitude of this until I had the opportunity work with the State of Ohio. I am a software developer and was contracted by OFHA (Ohio Financing Housing Agency) to create a piece of software back in January. First few weeks all went well. I worked, they paid, things went exactly as they should.
Around February I turned in my weekly invoice as I always did and payment never came. I was assured there was an issue and it would be taken care of so I continued to work, thinking the State of Ohio is certainly ok to give a couple grand in credit too. Second week, I send my invoice no payment. So at this point I stopped working until I am paid. This started a chain of events I could have never imagined.
First, I would follow up with people in the department reminding them I still needed to be paid. I would get tons of empty promises. Every day was the same. Someone would call very early in the morning when they knew I wouldn't be in yet and tell me they would call me at 9am or 10am with my payment. Then by that time the excuses would start to roll in. I am in a meeting, I haven't made it to the office yet, etc etc etc. This went on for weeks. So I finally decided I needed to bump up the chain a bit.
I found the boss of the girl I was dealing with she acted horrified I hadn't been paid and told me it would be taken care of immediately. It never happened. I eventually got to oversight for this department and told them my story. They too were horrified and opened an investigation. Long story short they found 1/2 the department was embezzling money. So they started an investigation, cops were called in and people were fired. I still didn't get paid.
Weeks of lies in fact it was so bad twice they claimed to have sent payment, once by bank wire and once by bank transfer. These were bold face lies told to me by Directors of these agencies. These people were creating an environment of no accountability. They were ultimately allowing this bad behavior to be common place because there was no oversight. The taxpayer's money that was meant to help low income families with housing was being swindled out the door and no one seemed to be aware.
I went through two more departments. Both of those were the same thing, tons of people telling me I would be paid. Keeping me up until 3am waiting because they kept promising they would call. (yes, these people answer their phones at 1am just to lie to you).
So here we are at over 14 weeks since these payments should have been made and I have personally been able to unmask several embezzlers in Ohio and I am still not paid.
I really liked John Kasich in the primary, I probably would have voted for him if he made it to the general election. I could never vote for him now getting an in depth view of how his state is run. It's not just OFHA either, I have dealt with the attorney general's office, the governors office and many other with absolutely no results.
So State of Ohio I am sorry but I am left with no choice but to sue your state to get my money. It's a pain for me, it's not good for you. But the bureaucracy and rampant fraud in your state has left me no choice.
